Puzzled as to why we are not getting the full payment for benteke as its in instalments

Reports are stating that £16 mil paid upfront and the rest in instalments, see below pay structure.
Reports indicate that Liverpool will pay £16m of the fee up front, with the remainder paid in installments over the course of time.
If it`s true I think they have a bloody nerve, I seem to recall they did the same with Downing, are we a soft touch or what.

I think all transfers should be paid up front to stop clubs getting into debt so easily, only spending what they have or can raise from sales would make a lot of sense to me.

My only question about this whole ordeal is surely if you activate a release clause, you should be paying the full fee, otherwise what is the point in the release clause? Surely by doing it like this any team in the world can break Lionel Messi release clause and say well pay £20m now and the other £200m in installments???
